Project W-ix lets his members in any of the W-ix points of presence to
get all the advantages of simultaneous connection to multiple peerings.
This will require the only one local connection. Member of this project
is receiving 2 services at one time: classic peering at the 2-d level
within a regional hub w-ix (such as in Moscow), plus traffic from other
IXs which in turn is connected w-ix.
